They can't do that because of contracts.

Seeds 1-4 with a poll consensus of 1-4 rankings.
Seeds 5-8 can be done any way they want, I don't care. But it will be conference champs who don't get a bye, like Boise, ASU and Clemson this year for starters.
9-12 is whatever is left and whoever they want.
