Strawman Alert.
I acknowledged the existence of the safer smoking kits in my post (see 2nd sentence, first paragraph). I also never said the article from the Washington Free Beacon was a “right-wing conspiracy theory.”
I just thought it was important to indicate the purpose of the safe smoking kits and point out that the federal harm reduction funds could be used for a variety of other purposes.
Safe smoking kits are designed to reduce infections among drug addicts. The kits have been around for at least a decade (in places like Vancouver, San Francisco, Maryland and Kentucky). Some have included the distribution of nearly-free glass pipes, even from vending machines. Not sure I like that. Safe smoking kits don't seem to be super common compared to needles, wipes, HIV med and so forth.
This would be the first time that safe smoking kits could be funded as part of a federal program. Local governments and service organizations would decide whether to seek funding for distribution of the kits. The Biden Administration said that the grant program would not pay for safer pipes to smoke crack or meth. Apparently the kits would only include mouthpieces, screens and disinfectant wipes.
