From the sounds of it, aren't they claiming the election commissioners interpretation of the statutes in this instance were wrong? Isn't this the latest thing, courts cutting off executive branch agencies from having "expansive" interpretations of their enabling statutes? Looks like it will be happening to the EPA very soon.

This was all done, in some states, as a reaction to The COVID. I cannot say that I see Wisconsin electoral commissioners being reactionary AOC led radicals hell bent on stealing elections by placing absentee ballot box collection sites at libraries, etc. I could be wrong though.

When the statute states that ballot boxes must be staffed, there aren't too many ways that the WEC can send out a memo saying the boxes can be unstaffed and blame it on interpretation.
If a change is desired, take it to the legislature. Don't just write a memo and expect it to go far.
The WEC may have very well not been hell bent on stealing elections, but that doesn't necessarily mean that whoever offered the idea was doing it in good faith.

Staffed could mean a few things, but that leaving it sitting at the library does not meet it.

It essentially says that the Mayor eliminated KrisTeske, the city clerk, from overseeing the election and gave the job of the Green Bay central count to an organization not legally authorized to do it.
