You keep using the word 'harassed'.
The court filing refers to state acknowledged overbilling that apparently was ignored, as was much of the fraud pointed out to state officials during the last several years.

Potential does too mean squat. Conflicts of interest are usually taken seriously. There is a reason for the Emoluments Clauses.
