Downstate it is $9/hr unless the local home rule municipality or county has a higher rate.

Right. And not all that long ago it was around $4.95 in Illinois. Texas was $2.13 last I knew. Wouldn’t be surprised if it’s still in that range.

Texas is $2.13 allegedly. (BigTenPAThey did not check the underlying sources.) But, as elsewhere, the tip credit only kicks in if the person makes the tip credit amount in tips. The employer still has to make up the amount if they employee doesn't get the tips to make at least minimum wage.

I don’t know anyone who thinks that servers are making a full minimum wage before tips. Do you have any insight to share on what sort of people typically don’t tip?

I went to The Blue Willow in Riverside for dinner 1 day. They had very good Bohemian food and it was cheap. A guy and the woman he was with were paying their bill, somewhere around $10, and he was going to leave a dollar tip.
The woman said: 'do you think that's too much ?'

Between them and me, the server did end up with a good tip for the 2 tables.
