As a former Texas resident (who lived only 45 minutes from Austin), I can say that people did flock to Austin for lower living costs but good quality of life (if you can stand the summers). Get a lot of bang for your buck in San Antonio, too. Or at least you did. Not 100% sure anymore, but I think it’s still one of the more affordable large cities.
