What as fucking mess that entire discussion was. Obama made a couple misstatements about keeping your coverage and keeping your doctor. Republican opponents repeatedly lied through their teeth and did everything they could to sabotage the ACA. There were never any death panels and nobody was going to pay an actual fine, much less go to prison for not having health insurance.
The Dems made mistakes too. "Individual shared responsibility payment?" Gag me. It was an income tax penalty, so call it one. The penalty was poorly executed too, if you can believe what people say. Also, those expensive online "marketplaces" with government designed plans and unqualified navigators were unnecessary. Too much micromanagement.
AFAIK; we did not need to set up a new bureaucracy to handle the advance EIC payments. Payroll departments handled that. Insurance companies were already designing compliant plans, just make those eligible for the refundable tax credit financing. Insurance agencies could have handled applications for advance tax credits. They could also have worked with tax preparers to advise people who might owe a penalty.
