The purpose of this federal grant program is to support community-based overdose prevention programs, syringe services programs and other harm reduction services.  Yes, this includes the distribution of “safe smoking supplies” to help reduce the sharing of substance use equipment and reduce the spread of infectious diseases. 

Here’s a list other services that are eligible for funding under the program:
•   Distribution of overdose-reversal medications and fentanyl test strips
•   Overdose education and counseling
•   Management or expansion of syringe services programs (which help control the spread of infectious diseases like HIV and
        hepatitis C)
•   Provision of sterile syringes
•   Provision of safe-sex kits
•   Prevention education about synthetic opioids and other substances
•   Peer worker engagement
•   Medical services
•   Case management and referral to treatment

Eligible applicants include States; local, Tribal, and territorial governments; Tribal organizations; non-profit community-based organizations; and primary and behavioral health organizations.

Apparently, we can't teach that humans are morally nuanced. Otherwise decent people are capable of doing bad things.

I wonder if "The Oxbow Incident" is on any reading lists? We can read that and think those were bad guys. Or we can see they got caught up in the herd mentality and that can happen to us.

So you're saying these Hillbilly elegy folks would be clean and sober if they just didn't have access to fentanyl. In other words your standard rural GOP voter has no self control.

Somehow I've managed to avoid a fentanyl addiction despite this flood of drugs
