This is just because there is a visible homeless problem and people are willing to do "whatever" to get rid of the tents on the street. People in Tennessee would be the same way except their homeless are under a bridge or squatting in Tennessee's numerous derelict towns, there is no unused housing stock in SF, unlike the hills around Nashville.

Tents go away, support for drones go away.

I understand the four black candidates met and couldn't reach agreement to narrow the field to create a one-on-one contest  I'm impressed DWS won 45% of the vote in a crowded field.  Probably a combination of name recognition, organization and money.
