Go talk to south siders about whether the Dan Ryan historically was a community unifier or divider.

The people who made money from white flight and urban flight in the 60s and 70s and beyond were not necessarily motivated by racism. They were willing and able to meet the housing need or want. They had the political pull to influence highway construction

Building a road from the state capital to the state university was probably a priority for people who liaised the state university to the state.

Connecting Bloomingtown-Abnormal with Champain-Urbanana made sense too. The then tiny town of Mahomet got two exits two miles apart. Made the commute from the subdivisions and trailer court adjacent to LoW very convenient.

When I was driving all around central Illinois in the early 70's there were only a few miles completed.  I left the state before the CU/Springfield finish.  At the time, locals always joked about the highway to nowhere.
