Irony. Nixon wanted a guaranteed national income financed via a reverse tax. He couldn't get his fellow Republicans to go along. He also had an aggressive universal  healthcare plan similar to managed competition that failed largely due to Watergate.

His opponent, George McGovern favored a guarantee income via annual 'demogrant' payments and universal healthcare via national health insurance.

McGovern was widely viewed as too far left. He was also hurt by the Eagleton snafu ..
