Does the study count the dynamic value of the goods and services illegal immigrants contribute?

Yes, they count the taxes they pay. Do they take into account the benefits they pay for but can't collect?

The next 2 year budget estimates a "modest surplus". Hint: it ain't a billion.
The following budget estimates a $5 billion shortfall.
