There is missing or ignored context. I wonder if changing the meaning of his words was intentional, or done out of ignorance.

We can't stop people from spreading misinformation and disinformation about climate change. But if win elections we can expose it and make it moot. That doesn't mean censorship.

It means education, getting the truth out there. If the misinformed and liars have freedom of speech; then so do we. It also means taking action to mitigate climate change.
