Pritzker’s meeting with the state environmental director to discuss the project.
Pritzker: “Our administration has agreed to pay for the construction of a migrant tent camp in the city of Chicago. As you know, this will be a high profile project. The City has selected a former industrial site in the Brighton Park area for the camp. How do we ensure that the project will be completed in an environmentally safe manner? I understand the City has completed dozens of similar brownfield redevelopment projects, but I'm concerned because a relatively new administration is running things up there.”
“We don’t want to fuck this up. I don’t want any surprises. I don’t want to read about any problems in the press. This has to be done by the book.”
Environmental Agency Director: “To ensure that things are done correctly, our funding agreement with the City will include the following provisions:
• The state will approve the environmental consultant who conducts the assessment of contamination at the site. We will also approve the cleanup contractor.
• We will approve the site investigation protocol developed by the City’s consultant.
• No cleanup activities will commence until we have reviewed the findings of the site assessment report.
• We will approve the cleanup standards for the site. If the contamination can’t be remediated properly, the City has agreed to look at other potential sites.
• We will assign a senior engineer with extensive brownfields redevelopment experience to oversee the City’s site assessment and cleanup activities. We will also assign a community relations person to keep the alderman, media and residents updated on the project.
• We will create a repository at the local library to share reports and other pertinent information with the community.
• My weekly status report to you will summarize the activities taking place at the site. I will red flag any potential significant issues.
• I will meet with the head of the City’s public health department twice a month to review the status of the project.”
Pritzker: “That all sounds good. If you fuck this up, I will fire your stinking ass.”
Director: “Yes sir!”
