Most of these sites are abandoned or underutilized and have become a blight on nearby communities. They include gas stations, metal platers, old gas works, paint manufacturers, drycleaners, print shops, chemical storage and steel fabricators.
It's in the economic interest of the local government and state to remediate the sites and put them back into productive uses, such as commercial districts and business parks.
If the landowner is still viable, the City and state will work to recover the cleanup costs, but that's not typical for most of these sites.
I do not think it was reported that it was part of the rental agreement. I had read that the rental agreement included the city's obligation to remediate.
Does this particular plot of land still have businesses on parts of it or is the whole thing empty? I, for some reason, thought there was active storage on parts of the land. Could be one of the other spots they were looking at though.
Unsure that building tents is going to get the land to be used for other revenue generating uses. Possible. Thinking this is just a sweat deal for the landowner.
EDIT: It is a vacant lot at this point per the reporting I found.
