I am surrounded by farms. Nobody does bare dirt fall tillage anymore. They either leave stubble or plant cover. Still, there is a time after spring tillage when fields are vulnerable. Normally, topsoil conditions are moist, so Illinois dust storms are rare events.

Fence row to fence planting was a 70s thing.. There has been a hedge restoration effort, but it's spotty.

Madison gives 2 reasons why a large central government is preferred over small local government.

The first has been confirmed by experience. It is one of the reasons for the continued expansion of centralized authority. Local monied interest have tended to be corrupt and oppressive so the people looked to the "feds" for relief.

The 2nd is that with a large Republic we have a larger pool of potential leaders. It becomes more difficult for corrupt leaders to gain power. It is more likely that leaders will emerge who can balance conflicting interests and promote the common good.

As the nation grew, other reasons arose.
