Here's my list for limiting the rewards people get for sticking around in office:
- Stop preferential use of seniority to determine committee chairs and leadership positions.
- Limit the number of years (10-12, not 6) someone can serve as a committee chair or in any leadership position.
- Adopt serious campaign finance reform to overcome the advantage incumbents have.
- End party automatic support of incumbents in primaries.
