If a deadly outbreak can occur with full staffing and no cuts in testing I guess inspector staffing or cuts in testing may have nothing to do with the occurrence of an outbreak.

An agency spokesperson said the frequency of random inspections was not a factor.

Random inspections appeared to have little impact on 'encouraged voluntary compliance' at the Jarrett plant.

The state inspector non-compliance reports go into a federal database. It's up to federal agencies to take, or not take, enforcement actions.

State inspectors were in charge of routine facility monitoring because of a federal-state partnership called the Talmadge-Aiken (TA) Cooperative Inspection Program.

Numerous violations were detected prior to the listeria outbreak, but there was lack of adequate follow up.

meat and poultry processing plants processing interstate products are subject to daily, continuous inspection rather than random checks.
