Social programs are a three pronged tour de force.
1) Hey, we're not assholes, we don't like people to die on the streets. Especially Children
2) Some folks hit a rough patch for whatever reason, and if we give them a little bridge, a huge percentage of them will get out of the pothole and start paying taxes instead of using taxes. Doubly so for their children.
3) If you give some people a little food to eat, and some money to be able to live in some shithole - a lot of them will be satisfied and not get one of those guns we like being readily available and go get some food via armed robbery. A tiny bribe to keep the masses mollified.

Cheap, and well worth it. But we gotta keep ginning up your angst so you will keep worrying that some black feller got some free ding dongs and a forty dog so you won't notice Trump scamming you blind.

Then when he's clearly caught in the mud, he just starts yelling at Adam Schiff, increasing his decibels with each sentence, trying to avoid having to ask "why didn't you tell the BoP to fuck off, this is a child sex predator, she stays in high security"
