This is not the 1st time in recorded history that more rain fell than forecast. Nor will it be the last.

More rain fell than was forecast.

The state approved allowing the camp to build more housing in areas that were clearly dangerous. Easier to just avoid places that might need an evacuation, than to evacuate.
