It appears as tho the chief law enforcement officer in Az may be letting Az residents know that they have rights.
A 'we may choose to defend your rights but don't count on it' may have been useful. Or a 'we may be obligated to charge you'.

Border patrol agents on horseback herding migrants like livestock was a bad look. The long reins looking like whips proved to be a red herring as much as anything.
