The switch from elected trustees to an appointed position took place in 1996.   You can blame former Governor Jim Edgar, who led the efforts to pass the legislation that changed the governance system.   Blagojevich, who was in the Illinois House of Representatives at the time, voted against the trustee appointment bill.

In addition to Blagojevich (remember Tony Rezko?), other state officials implicated in providing special influence over admissions were John Cullerton, Michael Madigan, Alexi Giannoulias, Tim Johnson, Bill Mitchell and Chapin Rose.  Definitely a bipartisan affair.   

And most of the students who benefited from political connections came from elite and affluent high schools.

Give him another 15 minutes and he'll be ready to blame all of 2017-2020 on the DemoRats. Just like his people did with Obama and TARP.

I think people are too busy blaming the Refugee influx completely on Biden even though it has been federal policy and law since 1980.
