As I have said previously, crack down on the employers and you solve a large chunck of the problem. That being said, most HR people can't identify fake documents and you have states, like Illinois, making it difficult to use E-Verify. So quite a few are talking out of both sides when they bitch about businesses hiring illegals while complaining about E-Verify.
