Harris (former State AG) should pick Josh Shapiro or Andy Beshear (both former State AGs). Attorney Generals are often referred to as the state's "Top Cop"

Why would those 2 would go along with Harris? They have potential. If she fucks this up, which she probably will unless she learned her lesson from 2020 (which she has not appeared to have done based on the preceding 4 years), they would be screwed.

One reason Shapiro/Beshear might accept the VP slot is that they are both sitting behind Newsom and Whitmer, who have much bigger name recognition.  This would give them some national political exposure.

Trump, then the incumbent, was not in the midst of a clear and dramatic cognitive decline in February 2019.
