At the request of a 22 year old, 15 and 17 year old brothers break into the home of the 22 year olds ex-girlfriend and murder the 23 year old mother of the 22 year old's child.
In her plea agreement with the brothers, the newly elected county attorney said "our goal is to treat kids like kids" and cites research suggesting children's brains are not fully developed until the age of 25. The plea agreement will send the brothers to juvenile detention for 2 years, and then probation to the age of 21.

They must be of sound mind and, what's left of it, body.
At puberty the the kids, maybe as young as 12, are eligible for puberty blocking hormones.
