Sounds like the decision on that outer perimeter was probably left up to and made by locals. How do they explain that without sounding like blame shifter Trump? Also, I suspect jurisdictions can be sensitive.

I would guess they conclude the inner perimeter controlled by the SS was too limited.

My default settings are free markets, free trade, free speech, private property, gun rights, drug legalization, open borders, low taxes, less regulation ... I even once  supported privatization schemes.

I have moderated my anti-government positions since the great recession. Not that I trust the government, I just no longer trust "the invisible hand"
