I don't think it was about stigmatizing a street.  You have to keep in mind why the signs were put up in the first place.  Times have changed and the locals thought they should come down.

The remaining nine No U-turn cruising signs were removed by public works staff, except for the one that was used as a photo-op to highlight the event.  Kinda like a photo of local government officials with shovels in their hands at a groundbreaking event for a new building or facility.

If the route signs no longer serve a useful purpose, and that's what the local elected officials and residents want, so be it.

Traffic signs go up and some come down all the time due to changes in local conditions.
