I do not know how The Twitter management at the time chose to determine who the bigots and fake news peddlers were during their tenure. Much like I do not know how current management is determining who gets banned, etc.

I’m so old I remember there once was a time where they’d send a big yellow book to everyone’s house listing yours and everyone else’s assassination coordinates.

I think the opt-out option wasn’t widely available until the 1980s and of course you had to rely on the phone companies to make the process accessible and convenient.   

Here's a good article about the evolution of online people search services that replaced the phonebook.

Some people still had party lines back then.

In some of the small towns, you only had to dial the last four digits within an exchange prefix.

In the shithole town I grew up in, even during the mid 80s or so, you only had to dial the last 5.
