You’re waging a war of semantics on this. Trump wants to even the playing field on trade deficits. He’s mixing metaphors so to speak, but the intent is clear. I’m not sure it’s a good idea, or why it really matters. But look at the big picture and not the semantics.

The value added tax is applied to everything, regardless of point of origin.

The factories fled the upper Midwest rust belt for the southern sun belt a good decade or more before NAFTA became law. Some of those same jobs later left the sun belt for  China. Funny how a North American Free Trade Agreement gets blamed for that!

We were told that iflation was merely "transitory" then.

From a long time friend worried if Neil Young will be allowed back into the good old U.S.of A. after seeing this in a reputable news source.
Tickets are on sale for his end of August Chicago show. What if he gets denied entry after his shows in Toronto ?
