We’ve literally had international incidents over American citizens being detained in foreign countries let alone murdered

Guess we will have to see what the deal is with the speedboat the Cuban coast guard opened fire on, purportedly, allegedly violating the US Constitutional rights of and killing US citizens off the shores of Cuba.....

The job of the US government is to uphold the Constitution. The Constitution mainly applies within US jurisdictions. It provides for the common defense and general welfare, and protects the naturally endowed rights,  of all the  people, not just American citizens.
