Days before Trump was inaugurated Biden raised the bounty to $25 million. Maybe he was hoping somebody would get to Maduro before the inauguration so that he could take credit.
Nonetheless, Biden offered $25 million for the arrest of Maduro.

Yes, the link included that Biden raised the reward.

The tNYT referring to the raising of the bounty as not a serious effort is offering an excuse to normalize accepting saying one thing and doing nothing.
