Trump has threatened to use government powers to punish people he perceives as his critics and opponents:

I think you are looking at Biden through the lens, properly, Trump is viewed. His statement is probably true. He thinks Trump is dangerous and he's the only Dem who can beat him. It is not a "bat signal" to the judiciary of any sort. Trump is doing enough himself to see that he gets found guilty there. Even regardless of any Deutsche Bank testimony.
