It can't be he looks the part, is a black male of average height wearing a knit cap, was behaving in a suspicious manner, appeared nervous, obstructed justice by refusing to provide an ID, is probably guilty of something, disrespected a police officer, disobeyed orders, and so on.
Behaving in a suspicious manner, disobeying orders, refusing to provide ID is exactly what should be policed. Questioning suspects who fit the description of an active criminal investigation is something that should be policed.
