Drunk driver kills a cyclist. Destroyed the winshield, so it's not a "I thought I hit a deer" thing, the guy thinks about it for a millisecond - if he's tagged for vehicular manslaughter as DUI, he does 10 years in the can. Hit and run vehicular manslaughter, maybe 6 months. So despite this happening with multiple witnesses who got his plates, he just drives off to detox. Will turn himself in in a few days, say "I panicked".

When we get full Trump going, that guy would try to bullshit us for a while with a bunch of smart talk, blah blah blah you gotta believe me and the judge would just go man whatever, the guys guilty as shit, we all know that, and sentence him to one night of rehabilitation.

HSB 637 was introduced in the House Public Safety Committee by that committee itself (chaired by Representatives including Henderson, Hermanson, and Kressig) and requested - at least ostensibly - by law enforcement interests such as the Iowa Police Chiefs Association.
