How are these 2 two linked? The labor shortage is largely concentrated in arts, entertainment and recreation; leisure and hospitality; and accommodation and food services.
The far right radicals are blaming expanded unemployment benefits that allow lazy bums to sit home on their butts.
Progressives blame low wages and a lack of child care.
Biden can't say it, or even imply it, but much if not most of this service sector labor scarcity is related to "Trump administration decisions to close legal immigration avenues in the pandemic's early months, while also tightening rules and enforcement of undocumented immigration."

I think the labor market shortage is a little more complicated.
To paraphrase from financial columnist Barry Ritholtz:
• Household balance sheets are as cash rich and debt managed as ever;
• 18 months of remote work have changed peoples’ perception of their jobs;
• The jobs that are available and the ones workers want to do are a mismatch;
• Early retirement is pulling workers away from the labor market;
• A lot of us are at home dealing with aging parents;
• Affordable childcare remains a challenge in most of the country;
• Covid-19 is still viewed as a threat to frontline workers.
I noticed in some states where UI benefits were cut, there was no race back to the job market.
