Haven’t looked up the word in a while myself, but “lying to someone to create confusion and doubt in an effort to control and manipulate them” I’m thinking is pretty close.

Probably all of the above and more.  This is how oligarchy works.  Ethics and conflict of interest rules are for the little people.
