Yes, the Russians tried to interfere in the 2016 election. And every other election. There's no evidence that their minimal involvement had any impact on the 2016 election. Mueller did 8ndict 12 Russians who will never set foot in America to face charges. Oh boy.
The Arkansas Project didn't have the impact on US foreign relations or US domestic relations that the Clinton plan has had. Thanks Obama, Joe and the Intelligence Community who knew in July of 2016 what was going on. The FBI knew months later.

Of course Russians always try to interfere in our elections. Their goal is to undermine confidence in democracy and our electoral process.
In 2016, they hacked the DNC and leaked derogatory information in a way that selectively and effectively harmed HRC's campaign.
We all know the Steele tape was opposition research and was raw data, not verified fact, intended as astarting point, not an end.
There are plenty of circumstances and rumors connecting Trump to Russia. Fwiw multiple former KGB agents have said he was turned while in Moscow during the 1989s.
What the Arkansas Project exactly did or didn't do is moot. It was well-heeled, and remarkably successful. The Clinton's weren't accused back then of being foreign agents. They were labeled as quasi serial killers. Later on, Hillary was accused of selling our Uranium to Russia.
There was never any dispute over the authenticity of some or even most of the files on Hunter's hard drive. It appears copies were made available on line by Trump's allies. These files were corrupted so they could not fully verified and tampering would not be ruled in or out.
It's not clear when the FBI publicly revealed that they had authenticated the original laptop. That said, Joe Biden was cleared of any wrongdoing.
