The funds in question were appropriated during the Trump years and were apparently required to be dispersed, or whatever, by the end of the fiscal year which was Sept 30.
If I look at the calendar we are in October.
Biden says he requested Congress to redirect the funds but Schumer and Pelosi didn't, or couldn't, do it. The Republicans had no interest when the House majority changed.
What's hilarious is Mayorkas saying there's an urgent need when all he had to say was that they were required to use the funds by the end of the fiscal year, which was last month.

Actually, you can thank Trump and the U.S. Congress for this, not so much Biden.  The money for this 21-mile segment of the wall was allocated in 2019.  Biden tried to reappropriate or redirect the funds for another purpose, but Congress said no.  He’s now following through with the project.  I believe it has to be completed by the end of 2023. 

Biden could have possibly tied this up in red tape so the money would not have to be spent.  But I think he saw the political implications and decided it wasn't worth it.  Maybe he can build it with tissue paper.
