This could go in wtf is wrong with the left or the right. The self appointed 'auditor' is clearly intentionally provoking the staff person and the constables. OTOH, the latter just as clearly don't like their authority questioned and are easily provoked.
This is a common tactic. Someone will start filming at a public building will filming is not usually allowed. When they get the expected reaction; they"ll decine to show ID, talk about rights, mention deescalation, and so on.
If they really want to film a documentary, a confrontation could be avoided by giving advance notice and getting permissions.
