It can be both. They aren’t mutually exclusive.

Like Spark said, they sure as hell weren’t gonna hire Flores…. who was qualified as well. It was a move to save their face. That’s all. Word was out on McCown and they realized there was a lot of liability and backlash, so they hired Lovie. Why not hire Flores? Why not go ahead and hire McCown? They knew better after that lawsuit. There was no way to justify it, so they pivoted.
