Hamas doesn't care. This conflagration is a feature, not a bug. As you note, they had no interest in building a society.

Gaza was probably closer to Anarchy than being governed by Hamas. Shocking that anything works.
If Netanyahu flattened Gaza like a pancake and covered it with Kibbutzes and Synagogues, it solves nothing.
