This is prosecutor-speak for "I don't want to bring further charges but need a scapegoat because the public can't think I'm the bad guy here."

Could be.
But I think most people assume there had to be systemic cover up by MSU across multiple depts for this to happen.
They got the guy but that is always only tip of iceberg.
Its like Catholic scandals. There is always enablers and at very high levels.
