Clinton got revenue up to nearly 20% of GDP. At that point, we can grow our way into a surplus, barring another mortgage crisis or pandemic. Clinton eventually got spending down below 18% of GDP, due to strong growth Trump can only dream about.
Right now, spending is down to 22% of GDP. Revenue is a pathetic 16%. A targeted tax increase would boost revenue, reduce the deficit, lower interest rates, and result in growth.
We also need a new fed chairman who will cut interest rates.
