I cannot access the article, but Murph telling us that having a weak suck ass crime loving elected prosecutor did not matter appears to be wholly wrong.

Basically the study shows a change from the commie crime loving bastard DA in SF led the cops to doing their jobs as they knew the new DA would actually try and put scumbags in jail.
Chesa Boudin wasn't very popular, he was recalled with ease. We've had a lot of shithead DA's here, when you really get down to it, the BEST District Attorney we've had is probably the current Vice President! A lot of that comes down to it being an elected position but one which people don't really know too much about the candidates - the elections here that get the focus are the City Supervisors and Mayor.
One year, some dude from the SF Board of Supervisors ran for ... Sheriff. No law enforcement background. Yet somehow this guy, because he was a darling of "The Progressives" starts with some name recognition and has the money to put out mailers and ads, and he wins. Within a year he's charged with all sorts of weird domestic violence stuff, false imprisonment, it was a wack ass story. He's suspended for a while, the board refused to fire him, he gets the job BACK, runs for re-election, and gets his ass handed to him.
These races are just like Secretary of State races. In a swing-ish state in a year that isn't hyper-partisan 2022, it is mostly decided by a combo of a little prior name recognition and money.
but I take anything the SF cops say with a grain of salt. The SFPD is a pile of dog turds. I mean sure, they aren't the violent wack jobs of LA or the corrupt assholes in NY or Boston, but...
I've needed them, they were useless in those instances.
A cop once followed me while I was riding my bike to the bus stop that is on the entrance to the Golden Gate Bridge. He pulled me over and yelled at me that I needed to ride on the sidewalk. I impolitely informed him that it's illegal to ride on the sidewalk in California. He said "There's a sign back there that says Bikes Prohbited", I invited him to get out of his cruiser and walk back there to show me this imaginary sign. Finally he said "I guess we'll just have to agree to disagree" and I said "I think we can both agree you're going to have a lovely trip to Marin County" (he had entered the bridge and his only option at that point was crossing to Sausalito and turning around"
Of course, if I were black he would have cuffed me and beat the crap out of me.
Then of course there is this awesome story....
