Since record keeping began in 1900, Lake Tahoe’s lowest measurement was taken on Nov. 30, 1992, when the lake’s water levels were nearly 3 feet below the rim, at 6,220.26 feet.
That's like saying "Shit your pants when your bank account is empty" when you have 200 bucks in your bank account and you owe $1000 in rent tomorrow.
The winter is over. That means no more snow. But hey, there is the snow that will be melting and filling the lake all summer, as usual! Except that it's already gone. And now the temperatures go up and the lake starts to evaporate. The lake level, snowpack, and date guarantee that the lake level will go below Nov 30,1992 levels.
It really won't be a monetary signal, to be fair, they will just put usage restrictions up.
