Because bribery has yet to occur.

It's not illegal to accept money. There has to be a quid pro quo to be a bribe, not just a promise of a future favor. Also, there can't be conspiracy involving an undercover FBI agent.

Because the bribe was relating to contacts that could be awarded if Trump won. If he awarded the contracts, the charge would increase from conspiracy to commit bribery to actual bribery. So the feds were waiting to see what would happen

I have a funny feeling that the Biden administration, or whoever was making decisions, would have preferred increasing the chances of a Harris win in 2024 with Homan charges or the appearance of of potential bribery in a Trump administration if Trump won over a Homan charge if Harris won.
