Yes, that's an example.

It can range from good natured taunting or humorous mocking and practical jokes, to mean spirited ridicule and verbal bullying.

The late Russ Limbo was good at it, but was extremely sensitive to any sort of criticism. He would become indignant or throw a fit if anyone turned the tables on him.

Trump is like that too. He dishes it out in large doses, but can't take the slightest taste of his own medicine.
