Down a good 2 days this time. What causes that? Does it come back on it's own, or does Custard have to do legwork?

From the articles that I have read, the DoE assessment analytic terms appear to be "likely" and probably, with low confidence.
From Intelligence Community guidelines ........

"An analytic product must include one of the following sets of terms, ..."



"Likely" and "probably" come in at 55-80%.
