Was he supposed to have it on while he was directing traffic as they scrapped up a dead person? I do not know. Do you? I understand that he should have turned it on when the Golfer ignored instructions and the incident occurred. I could also see that not being the first thing to think of when you are almost getting run over.

It’s supposed to be on at all times while
he’s on duty. Keep in mind this is an officer who’s been reprimanded multiple times.
