The Blackhawks said as late as mid-May that Beach’s allegations lacked merit. However, an independent review, commissioned by the team and released in October, found that the organization badly mishandled Beach’s allegations.

You may ultimately be correct, but it is not because of any critical thinking in your part, that's for sure.

He sued them. You pay a settlement for many reasons. Including PR and business reasons to get things over with and spend less money on lawyers. Of course, liability can be a concern. A lot of times it is just a business decision because litigating to win is usually not worth it.

They released the report, which is extremely detailed. Everyone involved is gone given how they mishandled this unfortunate situation.

As said for the 11th time, they mishandled the reports of allegations. That does not mean the claims were meritorious.

If you get a report, here there were 2 reports, you have to investigate. They did "interviews" (if you read the report you would realize this) but they were inadequate and done by hockey people and not HR or legal people. They also did not interview Aldrich. The hockey people wanted to wait to deal with it. That was wholly improper.

The mishandling of the investigation procedure does not mean Beach's allegations (as opposed to the allegations from others) had merit.

Maybe. There is also the cost factor. Usually, the cost factor is the main driver in my experience.

Here, there were cost and PR issues. Liability a concern, but his claims were too old that he was going to have problems proceeding with them. Which may be why he settled (in addition to the information in the report about him - if you recall, his legal team slammed the report at the time given the information about him).
